Problem
The conventional water resources in Karnataka are insufficient for the needs of its growing population. Increasing withdrawals of surface and groundwater, consistent droughts, and high demand for water use resulted in depletion of water resources. The solution was to create a sustainable balance and adoption of water conservation practices to alter the pattern of demand, and introduce rejuvenated and new sources of supply. Most of the farming in India, especially in states like Karnataka, is rain-fed. Better management of available water resources and use of additional sources can help achieve a significant long-term impact.
Objective
-Increase water storage capacity of existing water bodies through silt excavation to improve water availability in program districts for domestic and agricultural use;
-Build capacities of local communities for water conservation/ management; and sensitize farmers on application of silt to their farmlands;
-Enhance soil fertility through silt usage, leading to increased agricultural productivity among silt recipients’ (farmers) land holdings.
Description
A high-impact, multi-stakeholder model with active involvement of the State Government, District/Taluka/Block Administrations, Gram Panchayats, Corporates (through CSR), people’s representatives, NGOs, media, farmers and village communities
Transparency and easy execution are ensured due to a robust monitoring mechanism
Serves as an impactful connect between the district/taluka administrations and communities for water conservation, leveraging support from the administration and people’s participation; and contributions from both to make it a highly sustainable intervention
The entire district is covered for program implementation
Designed with district as an administrative and implementation unit
Active collaboration of stakeholders and high-level of transparency among them are ensured as no monetary transactions takes place
Highly scalable and instantly replicable
The district administration owns the program and is responsible for single window clearances, fast-track approvals and supervision
A people’s movement with active involvement of stakeholders, including public representatives with high media visibility
Ownership, involvement and empowerment of the farming and village community is built into the program design, leading to greater sustainability
High visible impact by enhancing groundwater level, increased water storage capacity, and improved soil health and fertility
